In addition, it is also pointed out that the Ministry of Agriculture and Rural areas will continue to promote the improvement of the grass-roots animal epidemic prevention system, constantly improve the ability and level of animal epidemic prevention and control services in villages and towns, continue to carry out normalized prevention and control of African classical swine fever, speed up tackling key prevention and control technologies, guide farmers to implement various epidemic prevention measures, and improve the ability and level of epidemic prevention and control. 1. on the integration of capacity to enhance the ability to resist market risks.

In recent years, our ministry has actively guided leading enterprises in the pig industry to increase investment, vertically lay out the industrial chain, horizontally develop supporting industries, and promote the construction of standardized, large-scale and specialized self-built bases and order production bases. At present, key leading enterprises above the provincial level have built their own production bases to produce more than 0.12 billion pigs a year, and order production bases produce more than 0.28 billion pigs. Large-scale leading breeding enterprises have promoted the integrated development of the entire industrial chain through self-built feed, slaughter, processing and other upstream and downstream industries, promoted the transformation and upgrading of the pig industry, and improved the level of industrialization and branding. While encouraging the development of leading enterprises, our ministry adheres to the principle of "grasping the big and not letting go of the small", guiding the development of pig industrialization consortia led by leading enterprises, followed up by farmers' cooperatives, and participated by small and medium-sized farmers, and promoting the modes of "company + farmers", trusteeship leasing, shareholding and joining, so as to drive small and medium-sized farmers to develop standardized pig production.

In terms of adjusting and optimizing the policy insurance for live pigs, in 2019, the China Banking and Insurance Regulatory Commission will adjust and improve the policy insurance system for breeding sows and fattening pigs, increase the insurance coverage for breeding sows from 1000-1200 yuan to 1500 yuan, and increase the insurance coverage for fattening pigs from 500-600 yuan to 800 yuan, effectively covering the cost of pig breeding and enhancing the anti-risk ability of pig farmers. The notice issued requires the insurance industry to give priority to the underwriting and renewal of important agricultural products such as live pigs, open a green channel for insurance claims, increase the development of agricultural insurance products, and strengthen and improve agricultural insurance services. In 2020, the insurance industry underwritten a total of 0.444 billion hogs, up 7.93 percent year-on-year. Encourage qualified places to grasp the time window, continue to carry out and expand the pig price insurance pilot.

In order to alleviate the cyclical fluctuations of live pigs, in April 2021, our Ministry, together with the National Development and Reform Commission, the Ministry of Commerce, the General Administration of Customs, the National Bureau of Statistics and other departments, integrated the existing information resources on pig production and market monitoring, promoted the construction of a centralized and unified information platform for the pig industry, established an authoritative information release mechanism, and played a positive role in strengthening market early warning and scientifically guiding expectations.

In the next step, while continuing to guide the development and growth of leading enterprises in the pig industry, our ministry will drive small and medium-sized farmers to integrate into the modern pig industry and speed up the construction of a modern breeding system. We will continue to improve the information release system, strengthen the monitoring and early warning of core indicators such as breeding sows and pork production, and timely and accurate regulation to alleviate the cyclical fluctuation of pigs, encourage insurance product innovation, urge insurance companies to do a good job of underwriting claims, and enhance the ability of pig breeding to resist risks.

2. on Further Strengthening the Pig Industry Epidemic Prevention System and Capacity Building

In 2020, the central government will allocate 6.899 billion yuan in subsidies for animal epidemic prevention to support compulsory immunization against animal diseases, compulsory culling, and harmless treatment of breeding links; investment in the central budget will support localities to improve animal disease prevention and control through the animal and plant protection capacity improvement project System to enhance the ability of grassroots animal disease prevention and control. In order to strengthen the construction of grass-roots epidemic prevention teams, our Ministry, together with relevant departments, organized special investigations on the construction of grass-roots animal epidemic prevention system in 20 counties in 10 provinces, so as to comprehensively find out the current situation and main problems of grass-roots animal epidemic prevention system, and actively explore effective ways to strengthen grass-roots animal epidemic prevention forces. Timely revision and improvement of the African swine fever epidemic emergency implementation plan and normal prevention and control technical guidelines, to guide farmers to implement accurate prevention and control.

In recent years, our ministry has paid attention to the application of big data, artificial intelligence, cloud computing, Internet of things, mobile Internet and other technologies in the modern pig industry, encouraged and supported the national pig industry technology system and scientific research institutes to strengthen scientific research and advanced technology promotion, and constantly improve the intelligent level of pig breeding environment regulation, accurate feeding, animal disease monitoring, pork product traceability and so on. Issued the "Opinions on Expanding Effective Investment in Agriculture and Rural Areas to Accelerate the Prominent Shortcomings in the" Three Rural Areas "", clearly taking smart agriculture and digital rural construction as a major project to make up for the shortcomings. The implementation of the digital agriculture construction pilot project, supported the construction of the National Digital Animal Husbandry Innovation Center and 26 digital animal husbandry pilot counties, and promoted the accelerated application of the new generation of information technology and the whole industry chain traceability system in the pig industry through the demonstration of the project.

In the next step, our ministry will continue to promote the improvement of the grassroots animal epidemic prevention system, and continuously improve the capacity and level of animal epidemic prevention services in towns; continue to carry out the normalized prevention and control of African swine fever, accelerate key prevention and control technologies, and guide farmers to implement various epidemic prevention measures, Improve the ability and level of disease prevention and control; promote the implementation of digital agriculture-related projects, and accelerate the exploration of the application of modern information network technology in the pig industry, improve the level of traceability and monitoring of the whole industry chain from breeding to the table, and enhance the safety and security capacity of pork products.

3. on the basis of compliance with the law to reduce the relevant land fees.

In order to support the stable production and supply of live pigs, the State Forestry and Grass Administration issued the ''Notice on Issues Concerning the Use of Forest Land for Pig Breeding, ''clarifying that if the forest land is suitable for the protection and utilization plan of forest land for pig breeding, the farm households and rural collective economic organizations and forest land The contractor or business unit signs a lease contract, reports to the county-level forestry and grass department for the record, and uses the forest land without changing, simplify the use of forest land audit procedures, improve the efficiency of approval. In accordance with the provisions of the Forest Law, units occupying forest land shall pay forest vegetation restoration fees. In 2015, the Ministry of Finance and the State Forestry and Grass Administration issued the Circular on adjusting the Collection Standard of Forest Vegetation Restoration fees to guide the economical and intensive use of Forest Land, distinguishing the nature and ecological location of the project, implementing differential collection standards, and stipulating the scope of reduction and exemption of forest vegetation restoration fees. In view of the pig breeding is a business project, not within the scope of relief, it is recommended that pig farms site selection as far as possible to avoid tree forest land, ecological location and other important forest land.
